Kostas Biris, Director of the Urban Planning Department of the Municipality of Athens, and Konstantinos Doxiadis, Deputy Minister of Reconstruction, proposed two different plans for Athens. The "Doxiadis Plan" was one of the first post-war plans adopting a holistic approach to the Attica Basin and several of its proposals, such as Attiki Odos, were implemented 50 years later. A similar proposal was made in 1956 by surveyor Andreas Sokos. Attiki Odos, as it is known today, was then called "NATO Avenue", while Soko’s plan also included the National E1 highway.
